Clearinghouse: Interim Renewal Process

As announced in the September 5, 2023, Personal Lines Bulletin, Citizens uses a Renewal Remarketing activity for the Property Insurance Clearinghouse program renewal process. Agents will now receive an updated activity for processing a clearinghouse offer in PolicyCenter® for all Personal Lines policies renewing February 14, 2025, and later.

As a reminder, agents are required, per their agreement, to attempt to move their Citizens policies into the private market before each policy’s renewal.



Renewal Process

Starting December 11, 2024, agents of record may receive both of the following pre-renewal activities 51 days before the renewal effective date:

  • Policy XXXX has been Scheduled for Nonrenewal-Clearinghouse and
  • Policy XXXX has been Non-Renewed-Clearinghouse

These activities are generated when a policyholder has an offer from a participating private-market carrier that is not more than 20% greater than Citizens’ renewal premium and will be nonrenewed by Citizens.

Agents will not be able to bridge from PolicyCenter to the offering carrier’s site; they must create a new business policy on the carrier’s website and meet all the carriers’ underwriting requirements. Unlike depopulation, a clearinghouse offer of coverage does not mean a policy will automatically be issued by the new insurer at renewal. Carriers are still required to offer a full appointment or limited service agreement (LSA) to the agent of record to participate in the clearinghouse. Unlike depopulation, however, if the agent declines the LSA, the nonrenewal still stands.

Agents who do not agree to an appointment or an LSA with a clearinghouse insurer will have to write their impacted policyholders into other available carriers. Please note that nothing precludes a policyholder from reaching out directly to the carrier making an offer through the clearinghouse or to a new insurance agent for a quote. This will make managing your renewals extremely important.

Notes:

  • If there are no offers of coverage from another carrier and the policy meets all the renewal requirements, the policyholder will receive a renewal offer from Citizens.
  • Policyholders who have received a carrier offer will get a Notice of Nonrenewal letter 51 days prior to their renewal effective date.
  • The Renewal Remarketing activity will still be issued to the agent of record fifty-one days prior to the policy expiration date, advising them to pursue private-market coverage.
  • If the carrier(s) that rendered the policy ineligible for Citizens will not write the policy once the application process is complete (or the premium is now outside the threshold), the agent can contact clearinghouse.help@citizensfla.com for a review of an override request.
