Required Docs Updates for New-Business Risks Submitted via Clearinghouse Powered by EZLynx

As previously announced, Citizens has selected Applied Systems’ EZLynx® Rating Engine as the new rating system for the Property Insurance Clearinghouse program. It will provide Citizens-appointed or credentialed agents with an easy-to-use comparative rater and deliver real-time homeowners quotes from participating insurers with whom they are appointed.

Effective October 1, agents are required to use EZLynx to validate new-business eligibility for the following policy types:

  • Citizens Homeowners 3 – Special Form (CIT HO-3)
  • Citizens Homeowners 6 – Unit-Owners Form (CIT HO-6)
  • Dwelling Property 1 – Basic Form (CIT DP-1-D)
  • Dwelling Property 3 – Special Form (CIT DP-3-D)


Required Documents

Agents are required to upload the entire Detailed Results document (not a screenprint of it), available on the EZLynx Quote Results screen, as proof of eligibility.

In order to clarify proof of eligibility requirements, Required Documents descriptions will be updated in PolicyCenter® for new-business submissions effective on or after November 1, 2024.

When an agent selects option A in the Pre-Qualification Questions section, indicating no offer of coverage is available, PolicyCenter will display:

This option is not available if there is a current offer of coverage in force. If the customer has a current policy in force or renewal offer, option B should be selected if the 20% rule is met for the current renewal offer. If EZLynx returns any offers over 20% of Citizens, option B should be selected. If EZLynx does not provide any offers of coverage at all, upload the Detailed Quote Results EZLynx page.

When an agent selects option B, indicating the risk is eligible for Citizens' coverage due to the 20% rule, PolicyCenter will display:

  1. The Detailed Quote Results page from EZLynx showing all offers are more than 20% greater than the CItizens premium must be provided.
  2. If a renewal offer has been extended, proof that the renewal offer is more than 20% greater than the Citizens premium for comparable coverage must be submitted.
  3. In addition, if the risk is a “Non-Primary Residence”, any offer made through depopulation by an approved surplus lines carrier must be submitted.

Note: Failure to submit proof of eligibility may result in a performance violation and the policy being cancelled.

Citizens announced additional webinars via a Training Bulletin in August.

To register for the webinars, log in to the Agents site and select Training > Live Education. Select the webinar link and follow the registration steps below.

For those who cannot attend one of the live sessions, a webinar recording will be available after September 24.



Registration Process for Webinars

If you haven’t already logged in, enter your Citizens Authentication Gateway (CAG) credentials (the username and password used to log in to PolicyCenter). The Session Details screen will display.

  • Select Request. You will receive a confirmation email from LMS@citizensfla.com.

    Note: Do not forward the confirmation email because the launch link will break.
  • Select Accept to add the session to your calendar.

You also can access the registration via Citizens Learning Center (CLC) on the Agents site:

  • Select Training > Live Education. Select the webinar link and follow the above registration steps.
  • Select your initials on the top-right corner of the Agents site. Choose Citizens Learning Center from the drop-down menu on the left, under My Systems. Enter the session name in the search box at the top of the CLC homepage and press Enter. The search results will display all available training related to your search criteria.


Notes

The webinar does not:

  • Provide continuing education credits for maintaining a Florida insurance license.
  • Satisfy the training required for an initial appointment for Citizens. For more appointment information, see How to Join Citizens in our website's About Us section under Business to Business > Agencies.
