2025 Rate Changes

The Florida Office of Insurance Regulation (OIR) approved changes to Citizens’ Personal Lines policy rates for new and renewal policies effective on or after June 1, 2025.

The rate changes for primary risks range from a 10% decrease to a 14% increase based on territory and underwriting factors. For non-primary risks, however, the rate changes range from a 0% decrease to a 50% increase. For the calculation of Annual Rate Change by Territory charts, please access here: PR-M and PR-W.

The statutory maximum allowable cap for individual rate changes (glide path) will be 14%, excluding coverage changes, mitigation adjustments, rate changes for sinkhole loss coverage, assessments and surcharges, and a required rapid cash build-up provision for the Florida Hurricane Catastrophe Fund (FHCF), if applicable.

Note: As a result of Senate Bill 76, Citizens began increasing the cap on rate increases by 1% annually, and will continue to do so until the cap reaches 15% in 2026.
