2025 Rate Changes

The Florida Office of Insurance Regulation (OIR) approved changes to Citizens’ Commercial Lines policy rates for new and renewal policies effective on or after June 1, 2025.

The statutory maximum allowable cap for individual rate changes (glide path) will be 14%, excluding coverage changes, mitigation adjustments, A-rated risks, required surcharges and assessments, and a required rapid cash-build-up provision for the Florida Hurricane Catastrophe Fund (FHCF), if applicable.

The rate changes vary by risk, occupancy, product line, and territory.

Note:

  • As a result of Senate Bill 76, Citizens began increasing the cap on rate increases by 1% annually, and will continue to do so until the cap reaches 15% in 2026.
  • The CSP Classification Code Table(s) in the Citizens Commercial Nonresidential Multiperil (CNR-M) and Commercial Nonresidential Wind (CNRW) Underwriting Guidelines manuals have been updated. These changes, noted below, more accurately classify the insured's predominant activity and improve data quality within our programs:
    • CNR-M and CNR-W: CSP Code 0562 “Drugstores” table description amended to include “Drugstores – Pharmacies."
    • CNR-W: CSP Code 0567 Window Decorating sales and storage table eligibility amended from No to Yes.
    • CNR-M: CSP Code 0701 Offices – Governmental eligibility amended from No to Yes.
