2024 Personal Lines Form Changes

The Florida Office of Insurance Regulation (OIR) approved updates to Citizens’ Personal Lines policy forms that apply to new and renewal policies. The changes are effective December 1, 2024.



Form Updates

The Special Provisions – Florida and Residual Market Special Provisions – Florida forms have been revised. Verbiage has been amended, introduced, and/or deleted in these base policy forms. For details, please refer to the latest form edition.



Special Provisions

  • Screen Enclosures – amended to better explain coverage for screen enclosures
  • Golf Carts – updated to explain they are not covered under property and liability coverage
  • Land – clarifies land is not covered in Contents Broad form policies
  • Reasonable Emergency Measures – a statement introduced by Citizens to notify policyholders of a new reasonable emergency measures provision limiting temporary protective roof coverings for “site-built” homes, including shrink wrap, to 2% of Coverage A
  • Program Consent – Perils Insured Against – amended the Perils Insured Against provisions in the base policy forms to require that the insured sign the Program Consent Form (Form CIT CONSENT 1) to participate in the Managed Repair Contractor Network Program, which provides their consent and acceptance of Citizens’ offer to participate in the program
  • Professional Services – introduces a “Professional Services” exclusion to specifically state reimbursements for engineering reports, estimates, expert opinions, etc., ordered by the insured or their representative without Citizens’ authorization are not covered
  • Duties After Loss – adds a Duties After Loss condition to require the insured or their representative to provide Citizens with an unedited copy of all recordings, videos, and photographs taken by the insured or their representative during an inspection or loss adjustment
  • Appraisal – amends the appraisal condition to reflect changes to the following sections: Consent, Estimates, Appraisers, Market Pricing, and Umpire
  • Loss Assessment – introduces a new condition under the CIT HO-6 (condominium unit) policy, entitled Notice of Claim for Loss Assessment Coverage, to be provided when a notice of claim for loss assessment coverage must be provided to Citizens
  • Cause of Action – deletes a private cause of action provision
  • Adjustment to Property Coverage Limits at Renewal – expressly states that the policy’s coverage limits may be adjusted at renewal and are not guaranteed to be adequate to repair or replace property
  • Sexual Molestation, Corporal Punishment – amended to better express liability exclusion
  • Cancellation and Nonrenewal – made amendments to this condition based on policy type. For example, a tenant contents policy or condominium unit owner policy cannot be cancelled for lack of flood insurance, as flood insurance is not required for these policy forms.
  • Nonrenewal – Based on a change in the law, amended this condition to state that approved surplus line insurers may assume or may take out policies from Citizens


Residual Market Special Provisions – Florida

  • The Depopulation Provisions have moved to the Special Provisions – Florida form.


Managed Repair Contractor Network Program

  • Appraisers – amends the appraisal condition to require that an appraiser be a licensed property adjuster in good standing with the Department of Financial Services
  • Umpire – amends the appraisal condition to provide that a competent umpire must be a Florida licensed property adjuster or hold a professional license


Program Consent Form

  • Deadline – provides a 10-business day deadline from receipt of the Managed Repair Contractor Program Consent Form for the policyholder to sign the form


Trust Endorsement

  • Re-expressed a home sharing reference regarding mobile homes
