Clearinghouse Powered by EZLynx: A New Eligibility Solution

As announced on May 6, Citizens has selected Applied Systems’ EZLynx® Rating Engine as the new solution for the Property Insurance Clearinghouse program. It will provide Citizens-appointed agents with an easy-to-use comparative rater and deliver real-time homeowners quotes from participating insurers with whom they are appointed.

Beginning in late June, Citizens-appointed agents who currently subscribe to EZLynx will be required to use it to compare Citizens’ rates with participating insurers for the following policy types:

  • Citizens Homeowners 3 – Special Form (CIT HO-3)
  • Citizens Homeowners 6 – Unit-Owners Form (CIT HO-6)
  • Dwelling Property 1 – Basic Form (CIT DP-1-D)
  • Dwelling Property 3 – Special Form (CIT DP-3-D)

Agents who do not currently have access to EZLynx will receive login credentials as part of a phased rollout beginning late June and continuing through early August.

Once granted access to EZLynx, agents are expected to use it to validate new-business eligibility for the policy types listed above.

  • Effective September 1, all agents are required to submit applicable risks through EZLynx.
  • The initial rollout requires agents to validate Citizens' eligibility at the point of sale and submit proof of eligibility generated by EZLynx. If the risk is eligible for Citizens, the Detailed Results printout, available on the EZLynx Quote Results screen, should be uploaded in PolicyCenter® as proof of eligibility.
  • The current process for remitting proof of eligibility from raters and portals remains in place for policy types not available in EZLynx: Mobile Home, Renters, Wind-Only, and Contents-only (DP-3-C and DP-1-C).

Note: Failure to submit proof of eligibility may result in a performance violation and may cause the policy to be cancelled.



System Access for New Subscribers

Credentialed users (full agents, limited agents, LCRs and support staff) in myAgency not currently subscribed to EZLynx will be provided with a free, limited-access EZLynx account. They will receive a Welcome to EZLynx! email from support@ezlynx.com that provides system access information and guidance for creating a user account.

For agencies not currently subscribed to EZLynx, Applied Systems will offer the option to upgrade their limited access EZLynx account to a complete EZLynx account. This will expand their access to rate auto, prefill risk characteristics such as replacement cost and risk location data, or add agency management system access.

Look for more updates to the EZLynx process to be announced in the coming months. EZLynx will be enhanced in early 2025 to compare quotes and determine if a risk is eligible for Citizens. Licensed agents and licensed customer representatives (LCRs) will only be able to bridge to PolicyCenter if the risk meets the 20% rule or no other offers are received.

Learning Opportunities

As announced in the Training Bulletin: Training for New Clearinghouse Process, Citizens and representatives from EZLynx will conduct free training webinars on June 28 and July 2, 11, 19 and 26. A recording of the webinar is also available from the June 21 session. Register for the webinar via the links in the Training Bulletin or on the Live Education page on the Agents website and follow the instructions below.

  • Select Training > Live Education. Select the webinar link and follow the above registration steps.
  • Select your initials on the top-right corner of the Agents site. Choose Citizens Learning Center from the drop-down menu on the left, under My Systems. Enter the session name in the search box at the top of the CLC homepage and press Enter. The search results will display all available training related to your search criteria.

Note: To maximize your learning, Citizens recommends registering for sessions as soon as you receive your access credentials. Each session is limited to a maximum number of participants.

In addition to the live webinars, a new on-demand EZLynx demonstration, Citizens Clearinghouse Powered by EZLynx, is available. In this training video, we cover how to get started with Citizens Clearinghouse Powered by EZLynx. We cover key setup steps and how to quote both Home and Dwelling Fire applications.
